How was close to a billion dollars allowed to be spent on CityTime with no checks and balances until John Liu did something about Sept. 30 of last year? Ditto for 2 billion on the 911 Tech system. All we know is consultants have grown rich!
That is the standard practice here in NY State, City and with the MTA with lucrative deals and no watch dogs.

If I told you the bank down the street was robbed of 80 mill plus and some was your money you would be upset but because it is tax payer money you don't care because the USA, Federal, State and City is an accepted culture of theft.
If John Gotti, the Gambino family, the Hell's Angels stole 10,000 dollars there would be world wide press media coverage but CityTime has too many powerful connections and perhaps there is a massive attempt at a cover-up.

There is no massive NYPD turn out, no dramatic busts by the FBI, just silence and justice remains deaf, blind and dumb...welcome to NYC, USA. No wonder we, the USA, have a mega-trillion dollar deficit which China owns a huge part of and Mike Bloomberg and pals brokered a deal allowing a Russian billionaire (does that translate into gangster) buy a huge hunk of Brooklyn that was taken by eminent domain abuse.
